Tough luck. The BIOS thinly slice is substantially dead. Contact your manufacturer. The motherboard needs to be replaced.

You just bricked your laptop, guaranteed.
You have done what is known as ‘Bricked’ your laptop. This happens when you have broken/corrupted the hardware.
While in the middle of ROM flash, the lack of power caused a corrupted transfer of data to the small managing chip on the motherboard. To be frank, you just created a paper weight. Re-programmable chips can be removed by manufacturers to correct this issue. However, those embed or soldered on will have to have a whole motherboard replacement.
Contact Acer to find out more info.
